The soviet people under the leadership of the Leninist communist party realised the Great October revolution, built socialism, united the fraternal republics into one federal government, founded the Soviet Union, a mighty multinational state that formed a new civilisation, a developed economy, science and culture, with free and highly educated citizens, provided with all they needed for live and certain about their future. The soviet people became acquainted with the joy of socialist creation, with great battles and victories.

At the same time, during the process of construction of the first socialist society in the world, essential shortcomings and lethal errors were made, that the party itself discovered and corrected with the support of the people, by which she ensured the steady progress of the country.

As a result in the first place of the betrayal of a whole group of leaders of the party, of the country and of the union republics, of the undermining activity of imperialism, of the leading circles of the West, of the national-separatist forces, the Soviet Union was destroyed, the system of Soviets was broken, the planned economy was liquidated, and socialism was defeated temporarily. Political renegades took power, liquidated political democracy, prohibited the activities of the CPSU, suppressed the people’s control, because the control of the party and the people did not allow them to become rich at the expense of the working people, as they do now.

The return of the country, backwards from socialism, which is a higher form of society, towards capitalism, the liquidation of the Soviet Union, have lead to the destruction of the productive forces, of science and culture, to the breakdown of many labour collectives, and to the formation of a new class structure in society: fundamentally the bourgeoisie and the proletariat. As a result the majority of the people has no rights and no food , hundreds of thousands are killed and millions took to flight. The Russian and the other people are divided, the country has lost it’s defence capacity, the fraternal peoples are threatened by colonial serfdom. For the so-called democrats, foreign occupation is better than the power of workers. They are frightened more and more by the fear to be called to account for their deeds and by the despair of doomed people.

This is the question: either our people will rise again as a heroic and great people on the planet, or it will be hit by national catastrophe and inevitable death. The nation must be saved, as an essential part of the world civilisation, the soviet Fatherland must be restored.

Together with the growing poverty and destruction, the class struggle is sharpening. Waves of anger and protest are rising. The masses of workers condemn the ruling bourgeois regimes. Strikes, picket lines, manifestations, meetings, blockades of highways increase, worker’s collectives pass on to political demands. They demand the dismissal of presidents and the change of the socio-economic policy, which does not mean the continuation and correction of the reform, because this leads to further worsening of the life of the majority of the population, but the change of forms of property, of the type of power and a new Constitution in the name of the well-being of the workers, the restoration of the socialist Fatherland.

The UCP-CPSU states overtly that our immediate goal is to remove the ruling regime, to restore the political power of the working people. Coming into power, the workers, and the communist parties that reflect their interests, will guarantee :

Y the foundation and strengthening of the power of the Soviets of workers, which will be exerted by the working class, the peasants, working intellectuals through legislative (representative) and executive organs of power, and the participation in the direction of the enterprises and distribution of the product of labour through the Soviets of working collectives ;

Y the restitution to the working collectives of the stolen, illegally appropriated property, accumulated by several generations of soviet people, the just distribution of incomes, the liquidation of corruption. The restoration of mighty state (property of the whole state) and co-operative sectors as the base of a people’s economy. In the transition period the private sector will be conserved in the sphere of production of consumption goods, services and their realisation. The earth and the underground must be common property.

Y elaboration and realisation of a plan of restoration of the people’s economy, destroyed by the counterrevolution, the building up of investments in the economy, the mastering of the internal market, the state regulation of prices. The multiple diminution of the expenses for the puffed up state apparatus, the reduction of all kinds of waste of the means of the people

Y restoration of the social rights : reduction, and then elimination, of unemployment, development of stimuli for work, eradication of egalitarianism, payment in time and gradual increase of pensions, scholarships and allocations, decent habitation, free education and medicine, drastic reduction of criminality, personal safety, a home for the neglected children.

Y national security for the Fatherland, a high authority for the military service, social protection for soldiers and agents of the legal organs ;

Y elaboration of a new Constitution, control of the people over the execution of laws, the actions of the organs of power and the direction from the top to the base ;

Y foundation, according to the decision of the Assembly of peoples of the USSR, on a voluntary base, of a renewed Federal union of soviet type of sovereign states, possessing equal rights. On that base a unified complex of people’s economy will be founded, the defence capacity will be restored, and the division between the Russian and the other people’s will be finished. An important principle of the building up of national relations is the international solidarity, the eradication of nationalism.

This is the program of action of the communists after the foundation of the power of the workers. We warn that the bourgeoisie can resist violently. Then the Soviet power, basing oneself upon the power of the law, upon the overwhelming majority of workers, will be forced to answer accordingly, to suppress the resistance of those, who threw the working people to the bottom of poverty and deprivation of rights.

A heavy struggle, a responsible work, demanding many efforts, means, courage and organisation talent is ahead of us. We are confronted with the forces of the internal counter-revolution and the ruling circles of the imperialist states, wanting to prevent the restoration of the union state, to disintegrate Russia, to enslave the fraternal peoples.

Our forces grow, the protest movement of the workers is broadening, the historical truth is on our side, the broad masses of working people and the progressive forces of society support us. We, the communists, the party of the future, having a heroic past, launch as a national idea:

give back to the working people all, what was stolen from it,

power to the workers,

a socialist society,

to the peoples: a soviet union-state.

Down with the anti-popular regimes ! United we will win ! Proletarians of all countries, unite !
